投入100元每天就会有15元的返利，并且购买的是国家扶贫项目原始股权，还以“航天梦”等为噱头……就是这样一个漏洞百出的传销骗局，却让不少人上了当。据报道，日前，昆明市东川区公安局侦办的一宗网络传销案堪称典型：通过App来发展下线，涉案人员彼此之间甚至没见过面；以“返利”等小恩小惠为诱饵，吸引下线；以管控严为借口多次更换App，锁住骗来的“资金”；多次打着“航天”“扶贫”等旗号，试图装点出某种“权威性”，用于诓骗他人等。通过这些伎俩，这个传销组织发展迅速。截至侦破时，仅在昆明市东川区就有100多人参与了这一活动，层级多达35层。最后，警方在云南、福建、安徽、广东、陕西等地抓获10余名涉嫌传销犯罪的骨干成员。这个传销组织虽然覆灭了，但留下的教训可谓深刻。从报道可以看出，一些“骨干成员”原本就是农民、保险代理等，在利益诱惑下，不仅自己投资，也开始发展下线，一步步越陷越深，最终沦为嫌疑犯，也将面临法律的严厉制裁。值得注意的是，很多传销案件都打着“国家项目”“政府支持”旗号，谎称项目有“国家”“政府”“央企”等背景，用于骗取受害者信任。虽说传销活动的手法令人眼花缭乱，但万变不离其宗，不过是利用了人性的弱点和认知的盲区——贪小便宜，对包装出来的信息缺乏甄别能力。同样，这也为人们识别、远离传销提供了基本思路：不要相信任何“天上掉馅饼”的故事。此外，当前网络传销也呈现了境内外相勾连的趋势。比如，在“航天梦”案例中，委托开发相关App的犯罪嫌疑人因为藏匿境外尚未归案，有关追逃追赃工作仍在进行。因此，对网络传销的打击，除了常态化执法，也应当着重加强国际间的执法联动，对犯罪分子形成全方位围堵，彻底铲除网络传销的土壤，更好地保障民众的财产安全。□柳早（媒体人）评论投稿信箱：[email protected] [email protected]" style="display:none"，推荐阅读爱思助手下载最新版本获取更多信息
